Each year township assessors set the Fair Market Value of all real estate in Illinois. The property assessment is mandated to be equal to 33% of the property's Fair Market Value. The FMV is the amount the property would sell for in a sale between unrelated parties in an arm's length transaction. Local assessors must use a mass assessment formula based on the previous 3 year's home sales data to determine each home's FMV. This method results in over assessment of one-third of all real estate.
